Yes it does. What happens when you lose weight is most people burn fat from your shoulders down. It may take some time to get to your stomach but stick to it and you will see big results. Jogging or any cardio exercises help reduce fat all over. Just keep at it. What I would also do it try to set a race and make a goal. Try for a 5K and that will be very motivating for you to get out there and jog. To burn fat keep the hear pumping for atleast 20 minutes and make sure you sweat a bit.
